This only tells ios what icon to put on the homescreen if they add to homescreen, the plugin i linked to will add the icon as well as put an automated popup if the user is on an ios mobile device, as well provide more conditional elements to make the popup not annoying to the user.

I was not able to find, rather, i didnt really look for an android option so i am not sure about that one.
